What is Oracle Listener?
Listener.ora is a SQL*Net configuration file used to configure Oracle Database Listeners (required to accept remote connection requests).
 

Listener is a separate process that runs on the database server computer. It receives incoming client connection requests and manages the traffic of these requests to the database server. This chapter describes how to configure the listener to accept client connections.

The Oracle Application Express architecture requires some form of Web server to proxy requests between a Web browser and the Oracle Application Express engine.
